The Bible records God sent his Spirit to his people before he sent the Bible. This is why Jesus and the Father set the Holy Spirit in place in the central role of empowering, teaching, guiding, and organising us.

At Pentecost, the Holy Spirt took over Jesus role in such things. There is one Lord and Saviour - Jesus, and he has gone away. There is one Lord and empowerer - the Holy Spirit, and he has come.
